Your system units are in inches? Some features works "better" when you set the system units in inches.

Try changing the value of gravity too, made other test with differentes cloth presets. Add some forces too, for example wind.

in your video, you selected a preset for your cloth object..and you selected "wool". This menu of parameters for cloth is huge and confusing, so I've only explored the presets, like you did....My personal sense is that all the presets are a bit "heavy", or "less-flexible" than I would expect. I would start by trying other presets, like "cotton".
