pflow data not really being global help

Im trying to get data from a pflow particle birth grid, that is not moving, to drive another birth grid, that is moving. But the data is not getting through even though it is set to initially global.

Attached is a picture showing that the color sample data is sent out globally and being received only by the events downstream and not other events.

How can I get data to go from event 1 to event 2 if it is not downstream?

Is this a bug?
