topic Re: Auto snap verts to whole numbers on object move or dragging? in 3ds Max Forum

A callback script could take care of that, I've done something similar before at object level - see here. Anyway, the snap description you're giving is just a small subset of its functionality - lock the selection, switch axis constraints on and you can move the whole selection by picking an arbitrary reference point (doesn't even have to be selected or of the same object) in one axis/plane. You can also rotate by a reference point and scale by a picked point, things like that.
