Hi,
Its been added in the 3ds max 2016 extensions.
Install all Service Packs and Extensions for 2016 and you'll have it.

I have already installed sp3. The picture shows the place empty for veight solver. Again instal 3d max 2016 and instal SP3. did not help

You should be able to get them directly via the Autodesk Desktop Application. If for some reason you don't have it installed, you can do so here. Please let me know if you have problems.
