It depends on the renderer, for Arnold, go to the systems tab in the render setup dialogue (F10), uncheck autodetect Threads and manually input the desired number.

When I start rendering the computer stops working till the render is over and I can't even push the button "stop". Though I have Intel(R) Core(TM) i7-8750H CPU @ 2.20GHz[Cores 6] [Logical/Core 2]. Where can be the problem?

In the render setup menu, there is an option to set the amount of cores to use for rendering. If you allow for one core to be unused, that should resolve your problem. So in your case, set 5 cores for rendering.

For Vray Next GPU I know you can set GPU priority, there may or may not be a CPU option for the non-gpu counterpart.

You can also restrict the amount of cores used via TaskManager:
