Set the Mirror Axis to Y - then click flip. That worked for me. Sometimes you have to change the Symmetry settings to get it to work correctly.

Daf

now none are working . nor poly which never worked nor the mesh that did work once for me . i tried the Y axis but changes nothing . i get a yellow line rectangle appearing where the missing part is when i press symmetry . I think my software 2020 must have some setting up to do to function but i have no idea what to look at . Right now im building a head and working on half . when i finish i presume i can mirror and weld . Too bad i cannot use this function i see everybody doing heads is using it in youtube . Can do a much better job if i can make it work .

Since it worked for me I'm thinking it may be technical rather than user error. May be something with your video card or driver ... does your video card meet the specs? I'm out of ideas, sorry, but check the google search below - maybe someone else had had a similar issue.

https://www.google.com/search?q=symmetry+not+working+3ds+max

Good luck!

Making some progress! 😉

Quick fix:

In the modifier stack select Symmetry - click the little arrow to the left of "Symmetry" - now select "Mirror" - now the gizmo in the viewport is controlling the axis of the symmetry. Select your rotation tool and rotate until correct.

It shouldn't be like that unless you've made some adjustments - you may want to start over with new scene.

Take care!
