I think what he is getting at is putting a face grooving tool into a boring head in mill to create a circular pocket. That is how I take it anyway. I would just use a boring or a drilling operation.

CoroBore® face grooving - Sandvik Coromant

I am using a old school criterion to cut some facegrooves into parts. I am trying to create the form tool to simulate my toolpaths and no matter how I try to do it the form tool does not come out accurate. Has anyone had success with using form tool as face groove.

Form Tools are not yet supported for Fusion Turning toolpaths. You can somewhat get close by defining a standard insert and playing with the settings. But as far as accurate simulation goes.....Yeah, that's not currently possible, unfortunately.
