idea API/C4R Revit Links: make consistent with regular links en Revit Ideas

There are a variety of cases with dealing with Revit Links where the capabilities are significantly different with C4R than with traditional links.

1. The TransmissionData does not see links from C4R (because they are external resources, rather than external files).

2. It is not possible to "Reload From" a LinkType which is a C4R Link.

This prevents tools like eTransmit and others from working.

Because of the ongoing increase of C4R projects, but the need to be able to move files into and out of it, it causes problems for partners receiving models that those models can only refer back to the C4R link location.

This work is currently in progress. We expect this to be available in C4R in the next 6 months.
