It looks to me like these are item files from Autodesk and items that you have built. I know some of the Autodesk content is now unlocked but for a while it was locked and users could not edit it. That depended which version you were using.
Try using makepat and see if you are still locked out. If you are not locked out then you have your answer.

It is really a strange situation. All parameters will show in gray if the item is locked, but not disappear. And it looks like the item is not locked because the icons in the image you shared are not gray. So I guess the smaller edit item window makes the issue, because I notice the preview of the item disappears as well. Could you please try to restore the window?

I make the judgement by enlarging your image and find some conditions which show the item is unlocked.
