Convert 3D AutoCAD 16 Structural Steel Plan into PDMS Format, w/o Aveva PDMS

Have a structural steel structure design bid, the client wants DWG fabrication drawings, and also a PDMS file.

We don't want to either buy or train in PDMS. There isn't time within the delivery schedule for the DWG planset.

We also don't want to use some sketchy "DWG>PDMS Conversion!" app, then not deliver a 'clean' PDMS render,

and not know that it was a bad conversion, (although there are Aveva viewers, but only for 'clean' .pdms files).

Is anyone aware of a licensed SW vendor conversion app, which also conforms to a licensed Aveva viewer?
