insert image

Dear All,

If I insert a JPEG file in Autocad dwg as a raster image & I want to just draw lpolyline on the image as seen in the image. If there is circle in the image then, the programme should draw a circle in autocad dwg. And all the line - internal or external should be drawn in polyline. 

Can anyone help me out to make this programme ? OR can anyone tell me any specific tool to do it very easily & automatically ?
