WORKSPACES IN 2011

When workspaces started, they included toolbar display. Without that, what
is the point of having a workspace? Now, I set up my workspace with my
toolbars placed where I want them. As I change workspaces, my toolbars no
longer respond. So, is there a NEW command for that now? Or has that been
ignored? And if so, back to my original question? What the heck are
workspaces for, anyway?

they no longer respond? do you mean that they don't show up when you switch
back to one that had them set? in WSSETTINGS are you having it automatically
save changes when switching workspaces?
