Setting layer everytime

Hello everone 

                           Everytime i am seetting layer(according to our standards) for  my tool. can anyone provide me a correct lisp or else tool

important point :- i am using globally standardise tempalte

setting layer every time :-  the tool is divided in two portions, cutting and non cutting both contains different layers

                                      for cutting portion of tool : layer 1

                                      for non cutting portion of tool :- layer sk1

                                     Dimension of cutting portion :- layer 2

                                      Dimension of non - cutting portion :- layer sk2

                                      centerline for complete tool :-4

                                     half centerline for cutting portion :- sk4

                                       and in last sk6 for the for the designation.

I request to all expert please have a look to it and try to provide me a valid solution. it can help me as well as for my team also.
