Pull-down Menu Not Shining in Release 2013

Can anyone think of a reason, or perhaps may have experienced, why AutoCAD fails to shine the menu bar (pull-down menu *.MNU) when using $P2=* ?? On one workstation is works and on several others it doesn't. The menu code is written in NOTEPAD as ASCII text as a typical menu file entry for the POP device. The subpages load in fine but the shine (display) call $P2=* (pop2) is ignored.

Any ideas?
