Offset along object w/ rotate.

I am looking for a routine that will offset a line along a polyline and rotate it to the arcs in that polyline. Similar to the tracks linetype but without using a linetype. If someone could let me know where I could find such a thing I would be very gratefull.

[Just curious as to why one would not want to use a linetype to do this. It
has its little limitations, but it also has tremendous advantages if you
ever change the polyline, and saves some memory, and so on.]

I've got such a beast. Why don't you upload a small sample image of
what you're after just to make sure I've understood you? If what I have
can be made to do what you want, I'll post it.
