Map Function Keys with LSP (not with CUI)?

Is it possible to remap function keys using lsp instead of the cui?

Our cui is pretty locked down, but I can load a lsp routine with the startup suite.  i have a LSP routine which loads anything custom I need (on "top" of what has been loaded globally).  I was wondering if I could add the function keys too.

Can you create your own custom partial CUI that just defines the accelerator keys then load that with CUILOAD?
