Loading a toolbar without using AutoCAD

Automatically loading a CUIX file and lisps in AutoCAD - Can there a mechanism in which we can directly load a tool bar in the AutoCAD enviornment without opening AutoCAD or W/O using the "MENULOAD" for CUIX file load and appload for the "AUTOLISP" file loading.

Say for example we have created a customized toolbar and want to install the same into different machines either though a script/exe/msi or any mechanised way without using any appload/menuload/any command in AutoCAD. Can anybody suggest.
