lisp or vba for reloading custom tool palette

I have a few custom tool palettes that I have on our network. Other users have this folder default for their tool palettes, and I update the palettes fairly regularly. I need help with a command that will reload one of the palettes based on the name of that palette (example: Layout Blocks tab). I have a custom Toolpalette Group that contains 5 of these tabbed palettes. I need this to be made so that I can add a button to our Enterprise CUI file, or is there a way to add it using a .reg file? All users use the same "Default" workspace & .ARG file.
