getting the legacy screen menu to show up

Hi, through the groups here I have found the redefine screenmenu command, but I cannot find how to get the screen menu up on the screen as it is not an option in the display options any longer.

Is that the old menu that was all text based, similar to the menubar, from r12 and back?

In addition to the setvar route, it will also show in the CUI area (same pane that allows tabs to show or be hidden).
I have found by manually turning on the screen menu, anything past line 28 (+/-) is dead. One employee did a migration into 2013 and to my surprise all lines worked.
