CUIX files - write access required

1. We set the default acad.cuix to the enterprise
2. we create a "username".cuix as the Main Customization file.
3. We try to add a tab to the ribbon. With one panel using test.cuix
4. when added to the test.cuix to the acad.cuix we can get it to show up and function  properly. However, when added as the enterprise CUI it cannot be changed by the users to add additional content to the test.cuix without changing the enterprise cui to the main cui
5. When we add the same file to the user's cuix the changes never show up even after changing workspaces or closing acad and reopening.

Help has been less than helpful.

We want the ability to add the particular customizations without having to change the Enterprise CUI every time or giving write access to every user. (to the Enterprise CUIX)

We prefer to have the ability to add the customization to only some users but not all users.

So... Are you saying that "Acad.cuix" is set to be the enterprise cui file and the user.cuix file (which you to as "test.cuix"?) is the main file?  And the problem is that you can't add a tab to the workspace without editing the Acad.cuix ("changing it to the main", which I agree you don't want to do)?  This would be a tab with custom commands or a rearangement of stock Acad commands?  If you are making a rearangement, then make a new tab in the user/test.cuix file and add commands from the Acad.cuix (enterprise) file.  This is very important.  In order not to have problems with cuix loading errors, the user/test.cuix must reference commands from the enterprise cuix unless they are custom commands (e.i. inserting blocks, running lisps...).

OR:

Is the "Acad.cuix" the enterprise cuix file, the "user.cuix" is the main, and you are trying to add a tab via another ("test.cuix") file that's loaded partial?

A couple places that I've found helpful with editing/customizing the cui/cuix files:
