Contextual Tab States

I recently spent a few minutes setting up custom contextual tab states for myself. I enjoyed them. One day I switched workspaces to demonstrate something, and ever since then - those custom contextual tab states have vanished! Even Tabs that I created are gone. What's even strangest yet, is I can't seem to add panels to the contextual tab states.

Any ideas?
