Can I create a Tool Pallete and import .xtp files to it

Hi I was wondering if you can create a Tool Pallete with lisp and populate it with some .xtp files. I need to customise a bunch of cad machines so this isn't a one off thing. I have a specific directory location with the .xtp files if this helps.

You can not do this with DCL, which is the out of the box GUI complement of
VLISP, but tool palletes can be created through VLISP using ObjectDCL, which
is far better and more flexible, and I strongly encourage you to invest some
time and learn it.

I do not know if it possible to populate a Tool Palette with links to other
XTP files.

Actually , I've developed a way to import and export tool palettes which can be used even on a network
