View local - non Vaulted files in Vault dialogs

Vault user would like the ability to see an overlay of Vault files and their status AS WELL as un-Vaulted files currently in the user workspace when opening or placing from Vault for example.  This overlay approach allowing simple understanding of what needs to be added to Vault and permitting access to both locations during CAD operations.
