One more thing to test. Does the edit command (launched from Vault
Explorer) work correctly? I'm hoping it does. If so, then the problem is
that you don't seem to have rights on your machine to create a file in a
temporary directory. Viewing (from Vault) downloads files to temporary
directories, editing downloads to the working folder.

Double click and 'open both work fine. They bring up Composer. I am having
trouble with all my software. In the inventor group I have a thread about
this. When I open IV or MDT I get an error [cannot find file 'd3dx9_27.dll].

Can you tell us what happens when you use Windows Explorer (the Microsoft
file browser) and double-click on a DWF file? Again using Windows Explorer,
what happens if you select a DWF file and use the "open" command in the
context menu (using the right mouse button key)? This information will
likely help us to debug the issue.
