I have a problem with some of the files when opened in the Vault viewer which doesn't match the actual file when opened in Inventor.(the inventor file is all good)
the viewer file misses all the geometry except the balloons and dimensions and sometimes shows the blurred images with some data missing.
Does any one know what is causing the issues.

The Vault viewer mentioned is the application Inventor View, which you can use without Vault. The title bar of your viewer says it's opening the IDW, the only viewer that can open IDWs is Inventor View (when you view an IDW in Vault, it just opens Inventor View temporarily).
I guess a good place to start would be to download that drawing to your local workspace, then open the IDW into Inventor View totally separately to Vault and see if the same issue occurs?
Inventor View can be found at Start > All Programs > Autodesk > Autodesk Inventor 2015 > Inventor View
If you still can't see the geometry then there's an issue totally unrelated to Vault, which would then help narrow down the cause.
I'd then be inclined to see if this happens on other drawings or just this one IDW, and do other people (if there are others) see the exact same problem when they do the same thing to the same drawings?

I meant the preview in Vault and the viewer(please find the attached file).
It don't see anything wrong when I view the file from my local space.
We have this problem with some IDW's and Inventor DWG's too and everyone over here has this issue, when I checkout the file and check in back everthing seems ok.(but we have multiple drawings like this).
Even we have this problem when we batch plot the drawings it grabs the DWF's instead of IDW's or DWG's(IDW's or DWG's seems ok but the DWF's misses either text or dimensions or sometimes geometry too.)
But we have some clients using the drawings externally using the web client which can acces only the DWF's(which is the visualisation file) but not the actual IDW's or DWG's.

We are having the same problem. It started after an Inventor Service Pack. There is a Hotfix that is supposed to fix it. Before the Hotfix it was doing this to all DWG files that were processed with job processor. The Hotfix corrected it for some files but not all. Files with objects in model space don't view properly and files with multible sheets don't come out correctly.

None of us have updated the service pack for Inventor, so I don't know whether it is causing any issues.

I've just un-installed the Hotfix and Update 1 (INV191110 & INV19111) and my DWF problems have stopped.
I can't tell from the image attached to the first post but it looked like we were having the same problem.
The ghosting on the 2nd and 3rd sheets is from the model not being up to date.

We have just had very much the same problem. We use Vault Workgroup to manage Inventor drawings. Part of this involves the Job Processor updating the revision table and generating the DWF visualisation file. After installing INV19111 any pages of the DWF past page 1 would have a ghosting effect of just the black line detail (dim line and text).
After reading Vince's post we un-installed INV19110 and INV19111 and the defect stopped.

I seem to have the same issue, except Page 1 is fine, page 2 is page one without visible lines and page 3 and beyond are a repeat of page 2.
It's Vault SP1
Inventor SP1 + the updates plus the specifc DWF update
Our problem is almost the same.
We are on Vault 2013 Collaboration and Inventor 2013 Pro
In Vault the dwf does not match the idw.
I can delete the dwf in vault. Then select the open buttom in the bottom pane. It open the idw with Inventor view and it look correct per the revision.
Close that then select update locally, then after the dwf is generated it is different than the idw.
The Revision block is currect, but all the changed that was done are not shown.
I have cleaned out my temp file on my C drive, have a different user do the update that has not dealt with the assembly and drawing at all and it still generates the wrong dwf. Same goes with the Job Processor.
