Your hardware is sufficient for the job.
Vault server comes with MSDE that has a 2 GB limit of Database size.
So purchasing SQL server will not be a bad idea.
Upgrading from Vault to Productstream will be smooth and effortless. I do
not see any hassle there.
Just out of curiosity - Why do you want to start with Vault? Why not
Productstream?
You can always install Productstream and use only the Vault functionality
[file version management] and use other features like Items and revision
control later.
There is one point to note -
Vault databases can be easily migrated to Productstream but not the otherway
round.

I'm looking to purchase hardware for my Vault/Productstream server. We have
20 engineers using Inventor and Acad E. As fas as hardware goes, I'm
looking at a HP ML350 server.. Dual 3.2 Xeons, 4GB RAM, (5) 146GB SCSI
drives set up as a RAID5 running Windows Server 2003 Standard.
I want to start off with Vault but upgrade it to Productstream in about 6-8
months. Will that be a hassle?
Thanks.
Also, I don't understand the SQL thing. Do I need to purchase SQL Server to
use Vault/Productstream?
