Vault Pro 2015 R2 Copy Design Action Rules

I am currently working with Vault Pro 2015 Copy Design.  I have been enjoying some of the new features of Copy Design.  I had to create a new Action Rule set but only I have access to the new Action Rule set.  I need the new Action Rule Set to be accessible by other none administrator users.

Can anyone help me out?

You must be a Vault Administrator to modify Action Rules.

I understand that an administrator must set up the Action Rule set.  I would like the Action Rule Set to be stored on Vault Server, so I would not have to install the Action Rule Set on each users computer.

FYI.  For individuals searching for the *.xml files the 2015 R2 external Copy Design utility saves when a custom Action Rule Set is created/configured on an end user's computer with Administrator permissions, the default local folder path is at this location:

C:\Users\<username>\AppData\Roaming\Autodesk\Autodesk Copy Design 2015 R2\CopyDesignRuleSets\*.xml
