Vault client deployment - service pack greyed out?

Why are the service pack fields greyed out when creating a deployment for the Vault 2012 Collaboration client (x64)? Windows 2008 standard server. I want to include ts17309387 and ts17204191 in the deployment.

I believe the deployment image would require a full service pack installer executable (.exe).

Hotfixes are .msp files which cannot be added to a deployment.
