I don't know much about the Vault.
I had installed vault basic with Product Design Suite Ultimate 2013 on my pc but the vault doesn't work at all.
It shows an error message when I login:
"Vault Basic 2013 could not find the Data Management Services on localhost."
I have repaired the vault but it makes no difference.

There are two separate software: on the server side is Vault Server (or ADMS - Autodesk Data Management Server) and on the client side is Vault Client.
It looks like you only have Vault Client installed. You also need to install Vault Server.
i suggest reading up on what vault is first

You're right.
I have not installed the vault server (or ADMS).
There is no vault server in the installation media.
My version is "Product Design Suite Ultimate 2013".
I want to learn it at home.
Can the vault server or ADMS be downloaded from autodesk.com?

BTW, I just found that there is vault basic server available in the "Install Tools & Utilities" in the installation media.
But I cannot install it because there is an error message "NO Microsoft IIS is available or workable for the server" when trying to install vault server.
What does it mean?
Do I have to buy a copy of Microsoft IIS or it can be downloaded at microsoft.com?

That is not what you want. What you are looking for is "Autodesk Vault Basic Server 20xx.exe" It is not on your installation media. You have to download it from you subscription support page. Here is a link that will tell you how to get there.
After you get it downloaded, its just a matter of running the .exe and it installs. You will also have to install the Vault Basic Client 20xx on the machine. I have the same setup at home on a Win 7(x64) and it runs great.
You will not have to purchase any other software just to install it for learning. However, if you do install and run this at your work, you might want to consider purchasing a full SQL license.... just depends on several factors

Two more question for you,
1) I have installed "Vault Basic 2013 (Client)" from the installation media. Is it the one you have mentioned?
2) And now I need to download the "Vault Basic Server". Which one should be installed first? "Vault Basic Client" or "Vault Basic Server"?

I installed the Vault Client from the download on the subscription site. Both Vault Server and Vault Client are there. Like Darren said, I would install the server first, then the client. It would "probably" work if you put the client on first, but why chance it.
After you get them installed, check the Vault subscripton download page. There is a service pack there for both the client and server.
