Vault Administrative access for designated area only?

I have a need to grant specific file access (Administrator access) to a user for use only in a designated area of the Vault. This user would need the ability to delete files from this designated Vault area (among other administrative tasks), but not from other places in the Vault.

I do not believe there is currently a way to accomplish this task.

If I am wrong on this, could someone tell me if there currently exists a way to accomplish this task without using a work-around?

I moved this post from the IdeaStation to have further discussion on what is really needed.  Can you tell me what the other Administrative tasks this user needs?  Also, how is the 'area in vault' definded? Is it by folder level?
