Vault Admin Reset - error 092113 - can not open connection !

Needing to use the vault admin reset tool to reset the admin pass to blank. Using the correct code as supplied by Autodesk. Problem I'm having is that it errors out and says it cannot open a connection.

 

Not sure what exactly is happening.

I've tried under my own windows user account, the domain admin account, running the tool as administrator, making sure all services are running including the autodeskvault instance. 

 

The dump below is from the error Object reference not set to an instance of an object:

To enable just-in-time (JIT) debugging, the .config file for this
application or computer (machine.config) must have the
jitDebugging value set in the system.windows.forms section.
The application must also be compiled with debugging
enabled.

For example:

When JIT debugging is enabled, any unhandled exception
will be sent to the JIT debugger registered on the computer
rather than be handled by this dialog box.
