Vault 2012 client loads ok but wont run

Has anyone seen this error before?  Tried to install 2012 client (Basic 2012 Vault) but it wont run.  Loads just fine.  We have the Vault basic 2012 on the server, works great.  Other machines running client work just fine.  This computer does not like it for some reason.

Below are the beginning lines of the reported error.  A screen shot of the error is attached.  I am stuck on this one, and am pressed for time.  Any help is greatly appreciated.

System.IO.FileNotFoundException: Could not load file or assembly

System.Data is part of .NET, so you might try doing a repair install of .NET 4.0 on the client machine.

Wiped the computer & reloaded OS.  Did the job.
