I have one user who just recently got a new computer and so I installed Vault Client 2015 and Autodesk Design Review on his machine. Previously he had been using Vault Client 2013. our server is Vault Pro 2015 (not R2... not yet). Anyway, since loading the new client on his machine, he has been unable to see or use the markup tools in Change Orders. He is the first of my ECO users to upgrade, so I probably am missing something.... anyone have any ideas what I might need to turn on so he can do markups in a new change order?

Further testing has revealed that only I, as administrator can perform markups in an ECO in Vault Pro 2015. This HAS to be a permissions issue,... but what permissions? The users in question are all part of the same group, which has as it's roles:
Change Order Editor 1 & 2
Document Editor 1 & 2
Document Manager 1 & 2
Item Editor 1 & 2
No one who has Client 2015 can create a markup file while creating a change order. Except me with Admin privelages.

Ok, more updates. Uninstalled Client 2015 and reisntalled Client 2013 on the affected machine. Same user, pulling from the same Vault server, with the same permissions... is once again able to create a markup on a file added to an ECO. Just to clarify, all of this is being done with the ECO in the Create state. However, in Client 2015, after the change order has been submitted through Open and Work, and back to Review.... the user can right click and select Markup, but there are still no mark up tools! What gives, is this another Vault 2015 defect?

ADR markup components rely on one of the core Microsoft component "Preview Handler Surrogate Host" , this is a 32 bit APP which is on a 64 bit operating system and requries permissions on few registry key's to function.
For the user/Group of user who face this issue, grant them full permission to the Windows Registry Key and subkeys under
HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node
OK... I tried this for the first time live today... no good.
The user is on a Surface running Win 8.1. Is the solution different for that?
And.... will this be an issue with Client 2016? I don't like having to mess with the registry.

Have you tried logging into it as a different user/profile? This way we can rule out a profile issue. Or even reimaging the device? It runs Win 8.1 Pro so it should be the same as a workstation and shouldn't have issues.

IT has had no further luck with this. The only way to get it to work is to give the user Admin rights within the Vault. I'd rather not do that. What changed from 2013 to 2015? I know that Item Editor 1 & 2 was split up and Change Order Editor roles were added... did something get lost in translation? The users in this group have CO Editor 1&2, AND Item Editor 1&2.... and still cannot add a markup to an ECO at any state.

I've been looking at this from every other angle I can think of... permissions in Vault, Group and User roles, etc...
I can see the markup tools, wether I am logged in as me, Administrator, or a generic new user with the exact same roles as every other user in the building. I am the ONLY person with Client 2015 who do a markup on an ECO. I cannot find one single option or setting that explains this. The person sitting next to me has the same setup, the same permissions and the same group roles etc.... cannot see the tools.

If a different user logs into your machine, can they do markups? What if you log onto one of their machines? This way we can rule out profiles or machines.

I was able to log into other machines as both the Administrator and a guest user with identical permissions as all of my users. On the other machines, with all logins, I do NOT see the markup tools.
On MY machine, with the same logins I tried on other machines, I DO see the markup tools.
Something HAS to be set differently on my machine, but I cannot find anything that would explain this.
