Revision issue

We are using PS 09 with Inventor 09. We have been having this on going isues that our re-seller has not been able to figure out.
First, I created a test 3d part and its counter 2d part and viewed the i-properties of each file and entered in revision "-" to the appropriate field. I sued the standard part and drawing template files.
Next I added these files to the vault, through inventor, then I renamed them to our numbering systems.
After, I assigned an item number to the part file only. During this time the revisions in the item master and vault explorer match.
Next, I released the titem using an ECO with a fast-track workflow and I sent effectivily date to immediate.
Upon reviewing the revision column in Item Master to that of the revison column on Vault Explorer they are different. Item Mater has a revision of "A" while Vault Explorer has a revision on "-", which is all so listed in the i-properties of each file.
Another issue is if I take that same file that is released and assign and ECO to it; it does not changes the sate to Work in Process when the files in pushed into a "Work" state.

we have spent countless hours trying to figure these two issues out. Does anyone have any suggestion on what might be going wrong?

Frank,

Have you gone into the item properties settings in the administration dialog
and mapped so that the item revision writes its value back to the revision
iproperty?

1) Tools --->Administration--->Items Tab ---->Mapping--->"From Item to File"
Tab-----> Select Revision
2) Select Add
3)Add revision and choose OK and close all of the dialogs

You are now mapped to have the Item (Component Property) Revision write its
value out to the (File Property) Revision.
