Required change order properties

I want to require a change order property, and I can define the property as requiring a value.  When I create a new change order and omit a value for that property, I do not see a compliance flag anywhere.  The emply property field is not flagged, I don't see a compliance column to display for the file grid, and I don't see that it stops me from submitting the CO.  Is this still not functional in 2013?

Just stumbled across this post. It seems this still isn't functional in 2023...
