I only have experience with 2 sites (in different countries), but 20 site or more should be possible. The exchange of database information is probably not the problem. Synchronising all the files between so many sites could be a problem. You will need a fast connection between the sites to synchronise all files.

PS Professional Replicator relies on SQL Server for data and files replication. So I suggest you to carefully plan the replication (publishers, distributor, subscribers) in order to achieve maximum performance and minimize network transfer. We have successfully tested replication with 10 subscribers so I think it should work also with more than 20.
