Problem entering information into Data Card

So I have a property in Vault setup that has one item setup in the List Values field.  I also have Enforce List of Values set to False and Requires Value set to False.

Now I also have that property setup in a Data Card.  When I go to edit that Value in the Data card, it will only drop down with the list of Values, but I also want people to have the ability to enter in their own property too (hence why enforce list of values is set to false).

It seems to work find if I do an Edit Properties inside of Vault, but if I edit it in the Data Card it enforces the list of values.  Am I missing something or is this a bug in Inventor/Vault?
