Issued commenting of approved ECO?

I face inabitity to add comment to ECO in Approved state if use View and Respond ("Add Comment..." button is grayed out).

If I close ECO and Just call for "Comment..." command from context menu the button is available and commenting is possible.

I wonder does the different behaviour make any sence or is a defect?

I see this behavior a lot in other stages of an ECO.  For example, in the Review state, the Change Requestor/Approver has to use the right click context menu to add a Markup to the change order.  If they choose Edit, they can go in and add a markup, but they are not allowed to save it.  Same with comments.  I'm not sure if this is intentional or not, I'm just going with the flow.
