Installing upgrade from Vault 2012 to Vault 2013. Can't pass system readiness.

I'm running into trouble with an upgrade installation. Vault Basic 2012 on a windows 2003 server standard, IIS 6 is running with no issues. I'm running through the upgrade to Vault 2013 and getting stuck in the System readiness tests. the log states that there is a problem "Accessing an http static file failed at URL http://localhost:80/TestASP/TestASPNetStatic.txt" and the bottom of the report gives "The remote server returned an error: (404) Not Found". When looking at the suggestion to fix this specific error the one listed is that permission isn't given for the default internet user, but that doesn't seem to be my issue, the permissions to the wwwroot folder are ok per the vault installation help instructions. I'll post the full output of the readiness check here, and thanks in advance for any help you can provide.

i think this has to do with IIS not using .net 4
