Help with set up

I'm not sure if I should be posting this here or Civil 3D, so I apologize if I picked the wrong one. Anyway, I am trying to get this new vault thing all set up. I know very very little to absolute nothing about networking. When I try to log in to Vault, I get this message (see attachment). Can anyone help? thanks in advance.

Check your Add/Remove programs list in Control Panel for the Microsoft WSE
2.0 SP3 Runtime, it should be installed.
