Verify that you have DWF creation turned on in the Settings option of the
Check-in dialog. I have seen some users forgot they have turn this option
off and didn't turn it back on.

Ok, that worked. I though I double checked that before and it didn’t do anything. Perhaps someone had the DWF file open using DWF viewer without the vault and it wouldn’t override. Regardless, it’s fixed now so thank you for your help!
