Designs.IPJ from Vault won't let me put files where I want

We are a electric power supply cooperative.  All our drawings are based on what facility they are for.  So when we set up Vault, we put in a folder for Facilities.  Under that we have folders for each facility in our system.  See screen capture below:

But then when we autoloaded our Inventor files, it insisted on putting the files under Designs and created a Designs.ipj file that points to that directory.  It won't recognize the Facilities folder.  If I try to check in something from Inventor into anything under Facilities, it Vault won't let me.

The Workspace is set to .\Designs.  If I try to change it, the project editor threatens to switch the project to a single-user project.

How do I get the Facilities folder to be recognized by the project?
