We have mutiple client so I create folder and user group for each client. for change order, how I can control this:
only user group ClientA can see and work with the change order create from folder ClientA

On the folders you can set security so that only that Group can access the folder. For the change orders, I think you will need to establish multiple routings. Each routing can contain only the members of a particular group. Then when (for example), an ECO is created that belongs to Client A, you would set the routing to the appropriate group, all of whom are members of the Client A group. Does that make sense?

Creating separate routings for different groups will help manage who is notified and has actionable roles within the ECOs but we do not restrict read access here - all users with ECO view rights will see all ECOs.
This may be something you could request via the IdeaStation.
