Change Order Markup tool missing

Most of the users do not show the markup tools when editing a DWF. How can I fix this issue as we'd like to use markups when we start using the Vault ECO functions?

The highlighted blue area is what I'm talking about. They have the "standard" tool bar where you can measure, zoom, pan, etc.

Yes, nice, but what is when the cusomer does not allow elevated privileges by user..?
