change lifecycle state from none to wip in vault workgroup

Does anyone now how I can change a files lifecycle state from none to wip in vault workgroup?

Is your file assigned to a category with a lifecycle definition assigned to it?

Was the file checked in and then later assigned to the category?

When you run change state are you not seeing any states in the dropdown to select?

In the top left of the change state dialog you may need to explicitly select the new lifecycle definition to use.

I believe the files where migrated from vault basic. I am not seeing any states in the drop down.
