If users create a custom search, and activate the search, they get a rights error.
Administrator is able to search.
Where do i change this?

It is hard to say what's going on without knowing the Roles assigned to the user. Possibly the user doesn't have access to some types of objects (e.g. items, changeorders) ? In general the user would need to have at least read permissions for the object types he is searching for.

The users probably need Change Order Editor (Level 1), Custom Object Editor (Level 1), and Item Editor (Level 1) roles added.
Even if they don't actually do anything related to these, they need to be included for everyone. If you change the "Look For" to "Files" instead of "Any" it will go away.
The problem is that the advanced find isn't intelligent enough to exclude object types that a user doesn't have access to from results. So if they don't have one of those roles and any of those object types are enabled in your vault and a user searches across all object types error 303 (insufficient privilege) will come up.
In reality, search just shouldn't return objects in search results for which a user doesn't have the read privilege.
The problem is that the "Any" of option of the "Look For" option causes errors if the user doesn't have those rights, rather than just not including those object types in the results.
If your vault has custom objects and Items enabled (you can't have items without change orders), then all users have to have those roles to avoid these errors.
