Are you able to go through the Windows logs using the Windows Event Viewer where the Vault Server is installed to see if there are any errors returning there? Also, are there any other web applications that are using the same IIS port as Vault Server?
From the tech support we have received, this is a generic error (and a misleading one, at that, in my opinion).
Check your IIS setting and make sure that they are correct.
Post your VLogs from around the time that this issue comes up. We had this issue when users logins were timing out because of an issue with the license server configuration.
