I just get all file versions and I find that Vault do not create a new version when checked file in without change
The main problem: I can't find user who checked file in,and related changeOrder , the property in file is only userId who checked file out , and just valid when file is being checked out.

I want get user who checked file out and changeOrderId associated with

You are correct that when you check in a file that hasn't changed, Vault just does an "undo checkout" instead.  There is no record of this whatsoever.

So for a file that was unchanged and thus an undo checkout occurred, you will not be able to find out who attempted the check-in (which actually resulted in an undo checkout).
