Assign File to Existing Item

Has anyone had success assigning a file to an existing item? I'm using the sample code in the SDK under Itemservice.ReassignComponentsToDifferentItems to do this.  PromoteFiles seems to work OK but the ReassignComponentsToDifferentItems keeps throwing error 1415.  Looking at the exception in VS2008 doesn't give me any more detail as to why.

 

A little background: I'm trying to create items with some history to them. Create an Item, set properties, attach and pin CAD files (but not assign yet) and scans for that revision, release, revise and repeat until I get to current revision.  At current revision while in WIP assign CAD file.  If I do this manually through the GUI Vault client it works in the wizard, so I'm probably mising a step or setting when doing it thru the API.

I'm using Vault Pro 2011 Update 2 with current hotfixes.
