USGS DEM downloads WebPage

You will need have a sign-in to the GeoCommunity for this "freebie" at the
least:
http://data.geocomm.com/dem/demdownload.html

There are 10 and 30 meter files available - most of the time. ;-)

HTH - if I understood the TopoBase nomenclature correctly.
